Half the names on the Marshals’ list are Hispanic.
The Hennepin County Sheriff’s Office in Minnesota openly applies affirmative action to its “Most Wanted” lists, in order to show a “cross section” of the community, rather than telling us, as the title suggests, who actually are the “most wanted.”

But even in a compilation of criminals front-loaded with Americans, a pattern emerges:
