That document “is still causing great interest among our military analysts,” the CIA said, and his answers “would materially affect our intelligence exploitation of these documents.” How were the ratings derived? “Are these documents used by Soviet military planners in evaluating the quality and quantity of military equipment, organization, and force structure of the Warsaw Pact and NATO forces? Are these documents used only in exercise scenarios, or in actual war planning?”
